 nano_test_network => nano_dev_network, new nano_test_network (#2877) 
* nano_test_network moved to nano_dev_network
development tests to run on nano_dev_network

* create nano_test_network using live network work values to make multi-node tests easier without conflicting with the live network

* clang formatting

* missed is_test_network check
