Adjust object format interface ( #28469 )

- Remove `ObjectFormatID`
- Remove function `ObjectFormatFromID`.
- Use `Sha1ObjectFormat` directly but not a pointer because it's an
empty struct.
- Store `ObjectFormatName` in `repository` struct

Abstract hash function usage ( #28138 )

Refactor Hash interfaces and centralize hash function. This will allow
easier introduction of different hash function later on.
This forms the "no-op" part of the SHA256 enablement patch.

Move convert package to services ( #22264 )

Addition to #22256
The `convert` package relies heavily on different models which is
[disallowed by our definition of
modules](https://github.com/go-gitea/gitea/blob/main/CONTRIBUTING.md#design-guideline ).
This helps to prevent possible import cycles.
