**Backport:** https://codeberg.org/forgejo/forgejo/pulls/7355 - Always initialize `RequestedReviewers` and `RequestedReviewersTeams`, this avoids the JSON encoder from encoding it to the zero value `null` and instead return a empty array. - Resolves #4108 - Integration test added.
